“They just want the tenants out of their apartments, their single family homes; they just want them out,” Gouverneur Code Enforcement Officer Mike McQuade told task force members Thursday. “That’s the unfortunate part. They’re willing to take that $9,000, $10,000, $12,000 loss just to get these people out of the apartments.”

He said he has heard the same sentiment from several landlords.

Can you really blame Mom and Pop Landlord?  People make a lot of financial decisions based upon emotional responses.  Were I a landlord and had a tenant who refused to pay me for the roof over his/her head all the while collecting unemployment and various Covid 19 related benefits and living large during this mass hysteria known as the pandemic, I would relish throwing them out of my property.  No amount of Jay Powell Fun Bucks would replace the sense of satisfaction of throwing them out.  My neighbor up the hill is a far better businessman.  He would take the money from the current funding, let the dust settle, make the tenant's life a living hell during the upcoming months and then throw them out sometime in 2022 for the most minor of infractions.
